Question: Because they all say "kill's 99.9% of germs".

Answer: It's not one specific organism, it's just that the sanitizer will not likely reach every single germ on your skin. So they can't say 100%, because that would be false advertising... but they want to give you confidence, and 99.9% seems to be a really accurate number. Of course,
